Our staff is headed by our President who is elected by AIIB shareholders for a five-year term and eligible for reelection once. Jin Liqun

Jin Liqun

President and Chair of the Board of Directors

Jin Liqun is the inaugural President and Chair of the Board of Directors. On July 28, 2020, he was elected to serve a second term of five years, beginning on Jan. 16, 2021. Before being elected as the Bank’s first President, he served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank. Jin has rich experience across the private and public sectors and with MDBs. He served as Chair of the China International Capital Corporation Limited (China’s first joint-venture investment bank), Chair of the Supervisory Board of the China Investment Corporation, and Chair of the International Forum of Sovereign Wealth Funds. He previously served as Vice President and then Ranking Vice President of the Asian Development Bank and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. Jin spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister. He holds a master’s degree in English Literature from Beijing Institute of Foreign Languages (now Beijing Foreign Studies University) and was a Hubert Humphrey Fellow in the Economics Graduate Program at Boston University from 1987 to 1988. Jin is from the People’s Republic of China.

Acting Vice President, Investment Solutions and Director General, Sectors, Themes and Finance Solutions Department

Hun Kim is Acting Vice President, Investment Solutions. He is responsible for providing leadership and overseeing three departments, namely, the Sectors, Themes, and Finance Solutions Department (STF); Sustainability and Fiduciary Solutions Department (SFS); and Portfolio Management Department (PMD). He serves concurrently as Director General of the STF Department and is responsible for developing the technical excellence of the Bank’s investment operations and expanding the Bank’s operational knowledge across all sectors and themes in support of both sovereign and nonsovereign investment operations. Under his leadership, STF performs a proactive role in shaping the direction and impact of AIIB’s investment operations. The department takes the lead in initiating and carrying out upstream work to cultivate expertise, support and incubate new initiatives in emerging technologies, provide advisory services for public-private partnerships, and promote growth in other productive sectors. Previous to his appointment, Kim has played a pivotal role in building AIIB’s social infrastructure portfolio from the ground up, which has grown to over USD2 billion since it was established in 2021. Kim is a seasoned development professional who has built his skills and expertise throughout his long and successful career in the Asian Development Bank (ADB) where he has held various leadership positions, the last of which was Director General, South Asia Department. Prior to that, he was ADB’s Country Director in India Resident Mission. He holds a Ph.D. in Applied Economics from the University of Minnesota, U.S.A and an MA and BA in Economics from Yonsei University, Republic of Korea. Kim is from the Republic of Korea.
Konstantin Limitovskiy

Konstantin Limitovskiy

Vice President for Investment Clients Region 2 and Project and Corporate Finance, Global (VP IC2)

Konstantin Limitovskiy is Vice President for Investment Clients Region 2 and Project and Corporate Finance, where he oversees AIIB’s investment operations with public sector clients in Pakistan, Afghanistan, Central Asia, East Asia, West Asia, Europe, North Africa and the Americas, and project and corporate finance clients focusing on private infrastructure and other productive sectors in all AIIB Members. Prior to this position, he served several managerial roles in AIIB, including Chief Programming Officer and Senior Advisor to the President of AIIB, heading the Client Relations and Programming Office, and Vice President for Investment Operations (Region 2). Limitovskiy joined AIIB in November 2018 from the Eurasian Development Bank where he was Deputy Chairman leading business activities in infrastructure. Before that, he was responsible for international project finance at the VTB Group in Russia. Over the challenging period of 2009-2010, he was involved in managing the real estate loan portfolio of Sberbank and established the infrastructure finance practice there. Before that, he helped develop and headed leveraged and structured finance operations for Gazprombank and Alfa Bank. Prior to that, he led banking activities in infrastructure finance at the Black Sea Trade and Development Bank, an international development bank based in Greece. He is a graduate of the Russian Finance University and has an MA in geophysics. Limitovskiy is from Russia.

Rajat Misra

Acting Vice President for Investment Clients Region 1 and Financial Institutions and Funds, Global (VP IC1) and Director General, Public Sector Clients Department Region 1 (PSC1)

Rajat Misra is Acting Vice President for Investment Clients Region 1 and Financial Institutions and Funds, Global, where he oversees AIIB’s investment operations with public sector clients in South Asia (except Afghanistan and Pakistan), South East Asia, the Pacific Islands, and Sub-Saharan Africa, and financial institutions and funds clients in all AIIB Members. He serves concurrently as Director General for the Public Sector Clients Department Region 1 (PSC1). Prior to this position, Misra served several managerial roles in AIIB, including Director General, Infrastructure Investment Department (Region 1), and Acting Vice President Acting Vice President, Investment Operations (Region 1). Before joining AIIB in April 2017, Misra spent 18 years at the investment banking arm of the State Bank of India (SBI). He was also Director and Investment Committee member at the SBI Group—Department for International Development (DFID) Fund for Infrastructure. Misra started his career as an R&D engineer at BHEL, a leading power equipment manufacturing company. He holds a post-graduate degree in Business Management from the Xavier School of Management (XLRI), India, and a bachelor’s degree in Engineering from the Indian Institute of Technology (IIT), Varanasi, India. He also attended the Executive Program in Infrastructure at Kennedy School, Harvard University. Misra is from India.
Ludger Schuknecht

Ludger Schuknecht

Vice President and Corporate Secretary

Ludger Schuknecht is Vice President and Corporate Secretary. He is responsible for AIIB’s relations with its Members, the Board of Governors, the Board of Directors, other aspects of governance including the admission of new Members and the integrity of the Bank’s governance. He also oversees how the Bank communicates with key external stakeholders and has supervision over its awareness-building and brand and reputation management efforts to promote understanding of the Bank’s operations and mission among internal and external audiences. Before joining AIIB in August 2021, he held important leadership posts at the national and international levels. Most recently, he was a Visiting Professor at the LeeKuan Yew School of Public Policy, Singapore. Prior to this role, he was Deputy Secretary-General at the Organization for Economic Co-operation and Development (OECD) and waspreviously Chief Economist and Director General of Germany’s Federal Finance Ministry. In this position, he served as the G20 Finance Deputy for Germany and Co-chair of the Infrastructure Investment Working Group of the G20. Schuknecht has extensive experience working with international financial institutions, including the International Monetary Fund (IMF), the European Central Bank and the World Trade Organization. He also acted as the Chief Negotiator for Germany in the founding of AIIB, making him one of the architects of AIIB and one of the drafters of its Articles of Agreement. He holds a Vordiplom in Economics fromLudwig Maximilian University of Munich, Germany; an MA in Economics from George Mason University, USA; and a Ph.D in Economics and a Habilitation in Economics from Universität Konstanz, Germany. Schuknecht is from Germany.

Dr. Luky Eko Wuryanto

Vice President and Chief Administration Officer

Luky Eko Wuryanto is Vice President and Chief Administration Officer. He is responsible for overseeing human resources, information technology and facilities and administration services. In this position, Wuryanto is also chair of the Information Technology Committee and the Human Resources Review Committee. Before joining AIIB in April 2016, Wuryanto served in senior positions in the Indonesian government for more than 20 years, most recently as the Deputy Coordinating Minister for Infrastructure Acceleration and Regional Development, Coordinating Ministry for Economic Affairs. He has an undergraduate degree in engineering from Bandung Institute of Technology and a PhD in regional science from Cornell University. Wuryanto is from Indonesia.
Quan Zheng

Quan Zheng

Acting Vice President, Policy and Strategy

Quan Zheng is Acting Vice President for Policy and Strategy. She drives AIIB’s strategic agenda, oversees AIIB’s environmental, social and procurement policies and their implementation, and manages the Bank’s administrative budget. She also oversees the Bank’s operational partnerships, including institutional engagement, concessional resource mobilization and special funds management. Concurrently, she serves as Director General, Department of Strategy, Policy and Budget (SPB), an appointment that she has held since 2016. Prior to joining AIIB, she served in a variety of leadership capacities at China’s Ministry of Finance and was co-Chair of the G20 Infrastructure and Investment Working Group in 2016 during China’s G20 presidency. She holds master’s degrees in economics from both the Graduate School of the People’s Bank of China and the University of Manchester. Zheng is from the People’s Republic of China.
Erik Berglof

Erik Berglof

Chief Economist

Erik Berglof is the Bank’s inaugural Chief Economist. He sets the vision and strategy for the Economics Department and leads the planning, implementation and supervision of its work plan in support of the Bank’s mandate. Prior to joining AIIB in September 2020, he was Director of the Institute of Global Affairs, London School of Economics, and Chief Economist of the European Bank for Reconstruction and Development from 2006 to 2015, where he was part of creating, and co-led, the Vienna Initiative, a European crisis response team credited with mitigating the impact of the 2008 Global Financial Crisis. He is an expert in transition economics and institutional transformation through private sector development. He holds a PhD in Financial Economics and an MA in Business and Economics, both from the Stockholm School of Economics. Berglof is from Sweden.

Antoine Castel

Chief Risk Officer

Antoine Castel is Chief Risk Officer and heads the Risk Management Department. His main responsibilities are to ensure the stability and financial continuity of AIIB. He oversees risk capital allocation and utilization, manages financial and non-financial risks, including reputational consequences, as well as fosters a strong risk culture throughout the Bank. He further oversees the Bank’s compliance and integrity function assuring KYC/AML/Financial Crime and sanction compliance. Castel has extensive commercial and investment banking experience across Asia, Africa and Europe. Coming from a background in business development, he progressively grew his risk focus to balance significant commercial development with a selective risk approach. From 2018 to the end of 2020, he was Country Head of Société Générale (SG) in India, particularly active in aligning its credit portfolio and raising its renewable structured financing platform, but also leading the sound development of its footprint in financial markets. In 2017, he was deputy-CEO of SG in China where he was also in charge of Risk, Legal and Compliance. From 2000 to 2016, he held various financial markets management positions in China, South Africa and France in SG CIB and previously, in Credit Agricole CIB. He started in financial markets sales in 1998 after four years working for Danone. He is a graduate of Université Lumière Lyon II and holds a master’s degree in Finance with honors. Prior to a life in finance, he graduated EOR from IVème Bataillon ESM de Saint-Cyr and paratrooper from ETAP. Castel is from France.
Andrew Cross

Andrew Cross

Chief Financial Officer

Andrew Cross leads AIIB’s controller and treasury functions, and the development of new financial products and services, among other projects. Cross joined AIIB in May 2019 as the Assistant Chief Financial Officer (CFO). The role supported the CFO in ensuring sustainable financial strength and steady growth in financial resources, as well as safeguarding Triple-A credit ratings in support of AIIB’s overall mission. He was appointed CFO in January 2020. Prior to joining AIIB, Cross was the Deputy Treasurer at the International Finance Corporation (IFC), a member of the World Bank Group. He supported the IFC Treasurer in providing leadership and oversight for IFC treasury hub operations in London and Singapore. Cross joined IFC in January 2006 as a Principal Financial Officer and was a member of the funding team. He was involved in IFC’s market borrowing operations and emerging market local currency issuance program. Prior to that, Cross was an investment banker at Merrill Lynch International from 1993 to 2006, initially based in London. He worked as a Director in Debt Capital Markets with responsibilities spanning Sovereign, Corporate and Financial Institution Clients in the Europe, Middle East and African regions. From 2000 to 2002, Cross was based in Johannesburg at Merrill Lynch International with responsibilities for Southern Africa Debt Capital markets. He has an undergraduate degree from the University of Waikato, New Zealand and an MBA from the University of Cranfield, United Kingdom. Cross is from New Zealand.
Alberto Ninio

Alberto Ninio

General Counsel

Ninio advises the President and governance bodies of AIIB and is responsible for the legal aspects of the Bank's work. Prior to his appointment as General Counsel in January 2021, he was Director General of the Operational Services Department and led AIIB's operational support team in the areas of environment, social, procurement and financial management. Prior to joining AIIB in March 2020, Ninio served in a variety of senior roles both at the World Bank where he left as its Deputy General Counsel for Operations, and, more recently, at Vale S.A., a major multinational mining and logistics corporation based in Brazil, where he served as its Global Sustainability Director. Ninio brings over 30 years of experience in the international development, environmental law and corporate responsibility fields. He has law degrees from the Federal University of Rio de Janeiro and the American University in Washington DC. Ninio is from Brazil.
