Huan Chen
Acting Ombudsperson
As Acting Ombudsperson, Huan Chen has a broad mandate to look into staff-related issues, consider conflicts of any nature related to employment by AIIB and assist in their informal resolution. His principal functions are to provide impartial and confidential assistance in the informal resolution of conflicts and other issues brought to the attention of the Office of the Ombudsperson; monitor trends and emerging issues and provide guidance and advice on ways to improve workplace environment; and manage the Respectful Workplace Advisors Program. Prior to his appointment as Ombudsperson in September 2021, he served as Chief Officer of AIIB since it began operations in 2016, having joined the Working Group for the Establishment of AIIB as Deputy Head in February 2014. He joined the Ministry of Finance of China in 1989, where he had been engaged in international financial cooperation in a number of positions at the Ministry’s World Bank Department and International Department. In 1999-2002, he worked at the Office of the Executive Director for China in the World Bank as Advisor and Alternate Executive Director. Chen joined the China Clean Development Mechanism Fund Management Center in August 2007 as Deputy Director General and served as Director General starting August 2011. He holds a bachelor’s degree in English literature and a master’s degree in economics from the Chinese Academy of Social Sciences. Chen is from the People’s Republic of China.
